شبكة النبأ: تظهر قطر كدويلة صغيرة جدا على الخارطة السياسية في الاطلس العالمي، الا انها استطاعت خلال السنوات القليلة الماضية استقطاب الاضواء والهيمنة على الكثير من القرارات الدولية المصيرية في العالم. حيث وظفت تلك الامارة وارداتها الغازية الضخمة في سبيل ترسيخ نفوذها لدى مختلف دول العالم، بشكل قادر على توفير عوامل ضغط قوية لدى اصحاب القرار في الكثير من الانظمة والحكومات. الا ان المثل القائل الرياح تسري بما لا تشتهي السفن، بات منطبقا على ما يراه صناع القرار في تلك الامارة، سيما بعد ان قلبت العديد من الدول ظهر المجن امامها، واطاحت التغييرات الجيوسياسية الاخيرة بقادة قطر السابقين، ابتداءا  من اميرها المستقيل ورئيس وزراءها السابق وعدد من الشخصيات القيادة التي اطيح بها تدريجيا. اذ انعكست التحولات العكسية في مشروع الربيع العربي الذي قادته قطر في بعض البلدان، انعكس بشكل كارثي كما يراه المراقبون بعد ان اطيحت بأجنداته الدوحة وتم عزلها تدريجيا بشكل مهين. كما انسحبت تلك التطورات المقلقة لقطر على تعاملاتها في الاسواق الاوروبية واستثماراتها الضخمة هناك، حيث باتت الكثير من الجهات ترى في الاموال القطرية مصدر قد يثير الاضطرابات والمشاكل في المستقبل كما حدث في البلدان العربية. وتستشعر بدورها قطر نظرات الريبة والشك التي باتت تنظر بها اليها الكثير من دول العالم، مما قد يدفع بها الى الانزواء بعيدا على امل النسيان والاندثار في حال فشلها في تحسين صورتها امام المجتمع الدولي. العلاقات السعودية اولا تعتبر العلاقات القطرية السعودية بتوتر شديد يعود الى فترة انقلاب امير قطر المستقيل حمد على ابيه وعزله ابان التسعينات من القرن الماضي، لتدوم عداوة لدودة بين الرياض وقطر لا تزال تلقي بضلالها على علاقة البلدين. حيث افتتح امير قطر الجديد تميم بن حمد آل ثاني زيارة الى السعودية هي الاولى له الى الخارج منذ تسلمه مقاليد الحكم في حزيران/يونيو الماضي، في محاولة الى احتواء الخلافات الشخصية القائمة. وقالت وكالة الانباء السعودية الرسمية واس ان الملك عبد الله استقبل ضيفه القطري في قصر الصفا بمكة المكرمة في اجتماع جرى خلاله "بحث آفاق التعاون بين البلدين الشقيقين وسبل دعمها وتعزيزها بما يخدم مصالح البلدين والشعبين الشقيقين في جميع المجالات". واضافت "كما جرى بحث مجمل الأحداث والتطورات التي تشهدها المنطقة وموقف البلدين منها". وكانت العلاقات بين البلدين متوترة جدا في بداية عهد الشيخ حمد، الا ان نجله تميم تمكن في النهاية من تحقيق مصالحة تاريخية مع المملكة بين 2007 و2008. لكن هذه العلاقات توترت خلال "الربيع العربي" وخصوصا بشأن سوريا ثم مؤخرا مصر حيث تبلور التنافس بين قطر والسعودية اللتين تسعى كل منهما الى بسط نفوذها في المنطقة. الا ان الشيخ تميم اكد في خطاب تنصيبه رغبته في اقامة علاقات جيدة مع "كل الحكومات وكل الدول" بينما شكك جزء من الرأي العام العربي في سياسة والده بسبب دعمه بلا تحفظ الاسلاميين الذين تولوا الحكم في بلدان "الربيع العربي". فقد دعمت قطر الاحزاب السياسية المنبثقة عن الاخوان المسلمين الذين اخفقت تجربتهم، بينما تشجع السعودية الجماعات السلفية التي تركز اكثر على قضايا دينية مثل ارتداء الحجاب او منع الاختلاط بين الجنسين. والسعودية اكبر دولة مصدرة للنفط في العالم وقطر الغنية بالغاز، دولتان عضوان في مجلس التعاون الخليجي الذي يضم كذلك البحرين والامارات العربية المتحدة والكويت وسلطنة عمان. وتعرضت قطر الى لطمة قوية في مصر بعد عزل حليفها الاخواني محمد مرسي من قبل الجيش وبدعم سعودي اماراتي معلن. وتطالب قطر بالافراج عن قادة الاخوان المسلمين المعتقلين لحل الازمة السياسية التي تمر بها منذ عزل الرئيس الاسلامي محمد مرسي. وفشل وزير الخارجية القطري خالد العطية في محاولة التوسط لانهاء الازمة في مصر بعد ان قضى عدة ايام في القاهرة قائلا انه لم يتمكن من لقاء كل الأطراف التي وعدته السلطات بلقائها. وطالب العطية في مقابلة مع قناة الجزيرة ومقرها قطر "الاشقاء في مصر باطلاق كل المعتقلين السياسيين لأنهم مفاتيح الحل." ودعا الى اجراء حوار جاد بين أطراف الازمة "وعلى رأسهم المعتقلون السياسيون". وقال انه بدون ذلك سيكون الموقف صعبا. وكانت قطر داعما رئيسيا لمصر أثناء تولي الاخوان المسلمين حكم البلاد وقدمت لها مساعدات قدرها سبعة مليارات دولار قبل عزل مرسي. وصرح العطية بأنه لم يتمكن من لقاء مرسي أو الفريق أول عبد الفتاح السيسي قائد القوات المسلحة ووزير الدفاع، فيما اعقب ذلك توتر شديد بين البلدين. من جهته اعلن هشام رامز محافظ البنك المركزي إن مصر ردت ملياري دولار إلى قطر كان البلد العربي الخليجي أودعها في البنك المركزي وذلك بعد فشل مفاوضات لتحويل المبلغ إلى سندات لأجل ثلاث سنوات. وقالت مصادر بقطاع الطيران المدني المصري إن السلطات المصرية رفضت أيضا طلبا قطريا لزيادة عدد الرحلات بين البلدين في اشارة أخرى إلي زيادة التوترات بين القاهرة والدوحة. كانت قطر قدمت لمصر ثلاثة مليارات دولار في مايو ايار منها مليار دولار جرى تحويلها إلى سندات لأجل ثلاث سنوات. وقال رامز ان السلطات القطرية وافقت اوائل الشهر الحالي على تحويل مبلغ الملياري دولار بأكمله الي سندات لكنها غيرت رأيها بعد ذلك. "لهذا قمنا برد الوديعة." وعقب الاطاحة بمرسي تعهدت السعودية ودولة الامارات العربية والكويت لمصر بان تقدم لها منحا وقروضا بلا فوائد قيمتها الاجمالية 12 مليار دولار. وقال سايمون كيتشين الخبير لدى المجموعة المالية-هيرميس "أعتقد أنهم (المصريين) مطمئنون إلي أوضاع البلاد المالية في الأجل القصير وأنهم يستطيعون الاعتماد على مساعدات من دول عربية أخرى." وقال مسؤول بقطاع الطيران المدني المصري إن رفض مصر زيادة عدد الرحلات الجوية بين البلدين "جاء ردا على التصعيد الذي حدث مؤخرا بين مصر وقطر بعدما ردت مصر الوديعة القطرية البالغة ملياري دولار." الملف الليبي الشائك اما في ليبيا فالامور باتت اعقد مما يتصوره البعض، خصوصا ان الحراك الرسمي والعشبي في تلك الدولة بات يعبر عن استيائه ورفضه للتدخلات القطرية في الشأن الليبي. حيث أغلقت مجموعة من الاشخاص المجهولين مكتب الخطوط الجوية القطرية في مطار طرابلس الدولي، مؤكدة انها لن تسمح بعد اليوم لطائرات قطر بالهبوط في المطار، كما اكد لوكالة فرانس برس مصدر في المطار. واضاف المصدر طالبا عدم ذكر اسمه ان المجموعة اعلنت ايضا انها تعتزم كذلك اغلاق مكتب الحجوزات التابع للخطوط الجوية القطرية والكائن في برج تجاري في وسط العاصمة. وفي اواخر حزيران/يونيو ارغمت مجموعة اخرى الشركة نفسها على تعليق رحلاتها المتجهة الى مطار بنغازي، كبرى مدن الشرق الليبي. ويتهم المعارضون للتيار الاسلامي في ليبيا الحكومة القطرية بدعم الاخوان المسلمين وبقية اطياف الاسلام السياسي في هذا البلد. النافذة الاوروبية قد تغلق ايضا الى ذلك افاد مصدر قضائي ان القضاء الفرنسي، بناء على طلب النقابات الممثلة في متاجر برنتان الكبرى، فتح تحقيقا لكشف ملابسات بيع هذه المجموعة الى مستثمرين قطريين. واضاف المصدر نفسه ان هذا التحقيق الاولي الذي سينظر في صوابية الشكوى المقدمة من النقابات سيعمل في المرحلة الاولى على "تحديد اطر هذه القضية بشكل افضل". وكانت صفقة بيع محلات برنتان الفاخرة الى مستثمرين قطريين انجزت قبل فترة قصيرة بمبلغ لم يعلن. الا ان موقع الاخبار ميديا بارت قال انها بلغت 1,6 مليار يورو. وكانت سلطة المنافسة الفرنسية وافقت على هذه الصفقة في الثاني والعشرين من تموز/يوليو الماضي. الا ان تجمع نقابات محلات برنتان لجأ الى مدعي الجمهورية في باريس في الرابع والعشرين من حزيران/يونيو للتنديد بشوائب عدة شابت هذه الصفقة خصوصا "سوء استغلال الثقة وتبييض وفساد وعرقلة". وكانت شركة "ديزا" للاستثمارات المسجلة في لوكسمبورغ والتي يملكها قطريون اشترت نسبة 70% من راسمال مجموعة برنتان من "دوتشي بنك" الالماني، كما اشترت ال30% الباقية من شركة بورليتي الايطالية. وتعتبر هذه الصفقة مرحلة مهمة في استراتيجية قطر الاستثمارية في فرنسا، حيث ان فرنسا جذبت حتى الان عشرة بالمئة من الاستثمارات القطرية في الخارج. وقد استثمرت قطر حتى الان في العديد من الفنادق الفرنسية الفاخرة مثل رويال مونسو وكونكورد لافاييت في باريس وكارلتون ومارتينيز في كان. وتملك مجموعة برنتان 16 محلا كبيرا في فرنسا. نادي سان جيرمان وفي مسعى لتجميل صورتها اعلنت شركة "أريد" القطرية للاتصالات، عن رعايتها لنادي باريس سانت جرمان بطل الدوري الفرنسي لكرة القدم موسم 2012/2013 وذلك في مؤتمر صحافي عقد في العاصمة الفرنسية وحضره الشيخ عبدالله بن محمد بن سعود آل ثاني رئيس مجلس إدارة الشرك القطرية وناصر الخليفي رئيس نادي باريس سان جرمان. وارتبطت الشركة القطرية بالنادي الفرنسي بعقد يمتد حتى عام 2018. ومن الجوانب التي ستوليها الاتفاقية بين الطرفين، أهمية كبيرة العمل على تطوير الشباب ودعم المجتمعات، إذ ستطلق "أريد" ومؤسسة باريس سان جيرمان برامج تدريبات مجتمعية لكرة القدم في مختلف المناطق التي تتواجد فيها الشركة في الشرق الأوسط وشمال أفريقيا وجنوب شرق آسيا، لتدريب وتقييم لاعبي كرة القدم من الشباب. وبالإضافة إلى ذلك، ستزيد الشركة القطرية من فرص التعريف بعلامتها التجارية، حيث ستوضع العلامةعلى خلفية قمصان لاعبي باريس سان جرمان وعلى أكمام بدلات تدريب أعضاء الفريق، وستوضع علامتها أيضاً على جانبي الملعب في ستاد "بارك دي برانس". كما سيتم تغيير اسم المجمع التدريبي لباريس سان جرمان من "كامب دو لوج" إلى "مركز Ooredoo للتدريب". محطة هيرون 2 للطاقة الكهربائية اليونانية على صعيد متصل اعلنت مؤسسة قطر للبترول الدولية في الدوحة استحواذها على حصة 25% من محطة هيرون 2 للطاقة الكهربائية اليونانية، مع الالتزام بعدم اعلان مبلغ الصفقة. وقال الشيخ سعود بن عبدالرحمن آل ثاني، المدير التنفيذي للغاز والطاقة في قطر للبترول الدولية للصحافيين بعد التوقيع ان حصص المساهمة في الشركة اصبحت الان "بواقع 50% لشركة +غاز دي فرانس اي سويس+ و 25% من نصيب +جيك تيرنا+ (اليونانية) و 25% من نصيب قطر للبترول الدولية". ورفض وزير الطاقة و الصناعة القطري محمد بن صالح السادة الاعلان عن مبلغ الصفقة، مكتفيا بالقول ان "السعر من المواضيع التي تم الاتفاق ان تظل بين الشركاء". لكنه اشار في المقابل الى ان "تمويل الصفقة تم عن طريق بنوك يونانية". واشار بيان صحافي تم توزيعه بعد التوقيع الى ان هذه "أولى استثمارات قطر للبترول الدوليّة في اليونان، وبداية لعلاقة تعاون طويلة ومثمرة بين الشركتين". واعتبر البيان ان "محطة هيرون 2 للطاقة الكهربائية حاليا الأكثر كفاءة في اليونان". و اضاف ان هذا "الاستحواذ يؤسس لعلاقة عملية تفتح الباب أمام عدد من المشاريع والاستثمارات المحتملة، ليس في اليونان فحسب، بل في جميع بلدان جنوب شرق أوروبا أيضا". وتأتي هذه الاتفاقية كجزء من مهمة قطر للبترول الدولية التي تهدف إلى دعم تنويع وتوسيع استثمارات دولة قطر حول العالم. وقال الوزير محمد بن صالح السادة ان "هذه الاتفاقية مثال على موقع قطر كمورد عالمي للطاقة، وعلى التزامها بتوفير الطاقة لمحطات توليد الطاقة الكهربائية والمصانع والمنازل وغيرها من المنشآت حول العالم".

   أعتقلت قوات الأمن فجر اليوم الأحد المواطن حيدر عبدالرسوم وهو الذي تعرض للصفع من قبل شرطي وبثت مقاطع مصورة لها مما أثارت الرأي العام في ذلك الوقت.
   وقد حكمت المحكمة على رجل الأمن الذي صفع مواطن في عالي بالحبس شهرين، مع النفاذ، مع الغرامة بمبلغ قدره 50 دينار، وتأخير ترقيته لمدة عام.
   وكانت جناحي قالت في نهاية أبرل الماضي إنها طالبت النيابة والمحكمة العسكرية في قضية صفع رجل أمن لمواطن من منطقة عالي بالتعويض المؤقت بدينار واحد، مشيرة إلى أن المحكمة رفضت الطلب بدعوى عدم الإختصاص.
   وكانت جناحي قد تحدثت في مطلع شهر يناير الماضي عن ضغوط تعرض لها الشاب المصفوع من قبل رجل أمن في منطقة عالي لتأثير عليه والتنازل عن القضية تحت "مسمى من عفا وأصلح فأجره على الله".
   وأكدت المحامية أن حيدر عبدالرسول ما زال ثابتاً على موقفه بقوله "إن تنازلت عن حقي وعفيت، ماذا عن حق طفلي... لا أملك حق التنازل فالإهانه لم أتلقاها لوحدي".
   وكانت جناحي أشارت في 27 ديسمبر 2012 إلى أنه تم أخذ أقوال حيدر في مركز الشرطى، والانتقال إلى مكان الحادث وتمثيله للواقعة وذلك بحضور ملازم من المحاكم العسكرية وتم عرض مجموعة من رجال الأمن عليه، وقد تعرف على الشرطي الذي قام بالاعتداء عليه بالصفع وقد تم توقيفه لاستكمال الإجراءات القانونية.
   وكان وزير الداخلية الفريق الركن الشيخ راشد بن عبدالله آل خليفة تحدث من قبل عن أن مقاطع الفيديو (صفعة شاب في عالي) التي تم بثها عبر مواقع التواصل الاجتماعي والمتضمنة تجاوزات لبعض رجال الأمن، تعد قضايا تمس الكرامة والإنسانية، وتسبب حرجا لكل رجل أمن يؤدي عمله بأمانة وإخلاص، ولا تعكس النهج الانضباطي الذي نسعى دوما إلى تعزيزه والالتزام به، كما تسيء إلى الدور الحقيقي لرجال الأمن الذين يؤدون عملهم على مدار الساعة من أجل حفظ أمن الوطن ونشر الطمأنينة بين جميع المواطنين والمقيمين،
   وقال الوزير إنه وجه إلى تشكيل لجنة برئاسة رئيس الأمن العام لحصر هذه التجاوزات ودراستها وتحديد سبل معالجتها.
   وأشار الوزير إلى أن نظام العمل في وزارة الداخلية يقضي بمحاسبة كل من يتجاوز الصلاحيات القانونية ويتم تطبيقه بكل جدية وشفافية وفق ما ينص عليه القانون، منوها إلى أن بعض هذه المقاطع ترتبط بتجاوزات وقعت في وقت سابق (حادثة الإعتداء بضرب وحشي على شاب العكر) ولو تم الإبلاغ عنها وقت حدوثها لتمكنا من معالجة الأمر في حينه بما من شأنه الحد من هذه التجاوزات، مضيفا أنه على كل من لديه شكوى عن وقائع محددة التقدم بها فورا.
   وأكد الوزير أن الوزارة تسعى إلى تعزيز الشراكة المجتمعية وبناء الثقة بين رجل الأمن والمجتمع، نظرا لأهمية ذلك في تحقيق السلم الأهلي.

أبدت جمعية الوفاق البحرينية المعارضة قلقها على على سلامة المواطن رضا الغسرة بعد اعتقاله بشكل وحشي، مناشدة في الوقت نفسه اللجنة الدولية للصليب الاحمر للعمل على ضمان سلامته. وتتابع دائرة الحريات وحقوق الانسان بجمعية الوفاق، قضية اعتقال المواطن رضا الغسرة صباح اليوم الجمعة، والذي تم اعتقاله بطريقة تثير الهلع، حيث كان يتواجد في وسط قريته بني جمرة، وفوجئ المتواجدين بسيارات مدنية وبعضها أمنية قد احاطت به وعلى اثر ذلك  شوهد الغسرة ملقيا على الارض وتحيط به مجموعة من قوات الامن. وقد أفاد أهل الغسرة، بأنهم يخشون على سلامته، لأن شهود عيان افادوا لاهله بانه تعرض للضرب المبرح وبطريقه وحشية، وقد نقل فورا الى جهة غير معلومة.  خصوصا أن بعض وسائط التواصل الاجتماعي التي تثير الشائعات بدأت بنشر شائعات من شأنها تضليل الرأي العام، وقد شوهدت احدى الصور وقد وضعت صورة مسدس بجنب صورته وهو ملقا على الارض. وقد تقدمت الدائرة بمناشدة اللجنة الدولية للصليب الاحمر، للعمل على اجراء اتصالاتها بالسلطات الامنية للوقوف على ضمان سلامته من أي تجاوزات قد يتعرض لها الغسرة، والتسريع بضمان اتصاله لاهله ليطمئنوا على سلامته، والكشف عن مكان احتجازه.
